Fr. Noel,
Confirmation is reserved to the office of the Bishop or the Local Ordinary. Confirmation can be delegated by the bishop by virtue of the office like in our diocese, the episcopal vicars can confirm or per casum on any priest the bishop decides or delegated in his behalf because of great need. Because the Bishop have the fullness of Christ.

Father,

I am Fr. Joe-Nel from the Philippines, a newly ordained priest. I am assigned as an associate priest in one of the parishes here in our Archdiocese of Caceres. During our meal with my fellow priests we talked about the conferment of Sacrament of Baptism on Adults. The usual practiced is that when the Sacrament is conferred on Adults there is the administration of the Sacrament of Confirmation as stated in the RCIA. A priest commented that deacons are not allowed to confer the Sacrament of Confirmation. They are only allowed to administer the Sacrament of Baptism on Adults. They cannot confirm. Only Bishops and Priests can. Why is it that deacons are not allowed to confirm an adult person in the Sacrament of Baptism for Adults? Thanks.

Question on the "veil" over the chalice.

No longer have the book we used during home education days. It was my understanding the veil over the chaliss represented the veil torn open by Christ for us to enter into, and be with God.

Who is to remove the veil? The altar server or the priest?
Maybe I've connected the wrong symbolism to the "veil" ...
Thank you in advance and may God bless your efforts!

Nancy holton,
Sorry for the last reponse.
The rubrics of the Mass c;early states that the during the Eucharistic prayer the faithful will knell in honor of our Lord Jesus Christ.. However, if there is no kneeler and if it is not possible to kneel because the floor is wet or unpaved, the faithful will be instructed to stand with reverence. Standing can be a form of reverence depending upon the culture of the people. However, it is generally accepted that kneeling is the outmost and appropriate form of reverence.

The Local church should make a proper catechesis for whatever changes it will make on any parishes. The faithful should be given a reason for some changes. You have to contact the local priest concerning that matter. What is important here is that reverence to the Body and blood of our Lord Jesus Christ is present according to the accepted practices and norms of each local church without prejudice to the spirit of the law of the universal Church.

Father..last week in harbor springs, michigan attending Mass at Holy Childhood we (from st. louis, mo) were shocked when the faithful did not kneel during the Eucharistic Prayer, and in thanksgiving after recieving communion..of course we knelt as everyone else stood for the entire Mass..what is going on here?? my sister in law said that this is what the Bishop (Cooney) has instructed his diocese to do. she would like to contact someone in regards to this, but who?? this kind of abuse is just outrageous..what next?? serving starbucks after Mass??
