Confirmation can be delegated by the bishop by virtue of the office like in our diocese, the episcopal vicars can confirm or per casum on any priest the bishop decides or delegated in his behalf because of great need. No longer have the book we used during home education days. It was my understanding the veil over the chaliss represented the veil torn open by Christ for us to enter into, and be with God. What is important here is that reverence to the Body and blood of our Lord Jesus Christ is present according to the accepted practices and norms of each local church without prejudice to the spirit of the law of the universal Church. Your thoughts are greatly appreciated Father.
